hace un mes un compa exactamente tuvo el mismo problema, y por pura casualidad, fue por bajar algo usando Pirate Bay. El mae estaba todo asustado, pero nada mas hizo lo que le dijeron en el correo y dejo de usar los tracker de PB. Este es el correo del ICE adjuntando el correo original que le mandaron al ICE desde la empresa gringa:
Estimado Cliente.
Según información de entes internacionales que a proveen de direcciones IP´s al ICE, le hacemos saber que se nos ha notificado (correo adjunto) que la IP a su nombre, está compartiendo en la red "Software NO autorizado".
Se aclara que dicha notificación es PREVENTIVA y su servicio NO se vería afectado en lo más mínimo, esto en el tanto que el cliente mande una nota al fax 258-9003 indicando la finalización de esta actividad. Esta nota le sirve al ICE como respaldo ante el organismo internacional de que se está velando por la buena administración de la red. Esta nota debe tramitarse antes del 4 de septiembre a las 12 md, de lo contrario si se bloqueará todo el tráfico.
La nota debe traer también, la IP en mención, el número telefónico asociado al servicio ADSL, fecha, nombre de la persona o empresa, firma y número de cédula.
